The reason GAMES should be neonate heavy is because characters starting with low power and "unlife" experience are capable of greater story arcs than elders. The twists and turns, rivalries and friendship that build up to make the characters history is far more rewarding to the entire group than just slapping elder power on someone. The predatory nature of the narrows the field until a few get elder power after time and the cycle continues.
It is very hard to make up the little details for an elder history that will accrue naturally through long term game play.
Elder characters, unless they are to go through some earth shaking change, are really in their third act. The have the choice of stasis, which IS part of the theme but is boring, or they can work towards an interesting finale.
