It would prevent character/players from just grabbing a bit of age and a merit then claiming "this ishow it is always done" and being complete it contrary to what book says. It gives a outside recourse if this happens as the proper way could be quietly passed back to local harpies with knowledge that one of theirs is claiming otherwise.
Also removes possible individuAL game favoritism while creating a cohesive whole in general interpretation.

And remember, Harpies always have a reason to cooperate across Domains. Somewhere down the road you're going to need that other Harpy to back your ass up!

From your response a reactive approach is the method you are advocating. I suggest running some very honest scenarios through your mind because the players will surprise you. There are ways to cause negative effects without being a "dick" or even coming off as a "jerk" think of dominate, dementation and some of the techniques available. All of these powers when used in play are fair game and in the hands of a bored player can become very caustic. Believe it or not those players not satisfied with their position in the pecking order will act out when given the chance. I like that you are trying to limit the chance of death but it is part of the game, if that is limited what else will not be allowed? Final death is the ultimate punishment or the ultimate revenge for it not to be used will become another headache. Shared universes are deadly blood sports and players will have to understand this fact. In a shared universe the gloves come off and not cooperation but competition are the fruits of the day. Yes it is exciting, yes the chance to role play are expanded but the hurt feelings and player paranoia are also amped up. I am all good to have the world expand and the chance to role play with new people but do the consequences of having the world expand out weigh the negatives? I know for a fact if we join a expanded universe my play style and characters will take a much different tone then what I have been playing. I know what type of characters are needed for this new style of game and to tell you the truth I don't know if I really want to play them. Before you say I can just keep playing the same type of characters it doesn't matter, that is not true, because now it becomes a competition for me and that is a personal choice, the same personal choice many other players will make too. This will be my last post on the matter and I will go with whatever decisions are made as I will support Red Deer and our community in their decision. A solid policy would win a lot more praise and be more easily digested by our more inexperienced players and would honestly allow less questions and more acceptance.

Every. Single. SU Story I have heard... Has PC deaths caused from the other side. Its not something I'm fond of exactly. Especially considering that the Edmonton players are starting at a higher point build.. From scratch. You can really fuck a person over that way.

Just to provide a little perspective, I started playing on September 20 with a standard 30 pt character and attended 5 games under the old 3 xp system and 3 games under the new 5 xp system so I am actually only a 60 pt character. Since I started two games were canceled and I missed two of my own accord so had I attended everything possible I would still only be a 68 pt character at best. It was my choice to miss the games I missed but it's not mathematically possible for me to be more than 80 even in my own personal best case scenario. This is just an observation as I noticed someone said most of us were over 80 pt by now. Just saying I most certainly am not, nor could I ever have been. Darel would be in the same boat or worse as I know I have come to games he has missed.
