Kindred of the Red Deer Court, I have been asked to clarify some things that fall between the lines of many positions. Privileges granted, rights and duties.
First let us speak of Feeding Territories.
This of course is dependent upon individual Princes and their curiosities. However, by the large in most cities the physical area's, neighborhoods, industrial parks and so forth are split up and designated as feeding territories.
The Prince would divide or assign someone to divide up area's and assign them to clans. He generally would have more territories than clans holding some areas back as both private reserve and for use on request and payment for dignitaries or others who feel they need a little extra. In these territories are usually one or more areas also designated as open to all.
The Rack (Open Territories)
Open to all territories, usually referred to as the Rack in the America's. Anyone who is acknowledged in the city or visitors who have been granted permission are allowed to feed here without fear of the Scourge. And believe me, the Scourge is informed of visitors that have presented themselves or at least messaged the Prince of their intention to Present themselves.
These open feeding territories are usually centered around area's that draw night life, have bars, lounges and so forth. Places like 32nd Street and Gaetze Avenue, where there are several restaurants, hotels and bars. Easy feeding for those who are not idiots.
BUT, the Masquerade is very much protected here, more than in many other area's as our kind are generally more preset. In these areas particularly (though in general all area's) every Acknowledged member of the city is responsible for reporting strangers and suspected Kindred who should not be there. They are stealing your food so do not ignore them. Report them to the Scourge or Sheriff.
As I said quite often there is more than one of these area's.
Private Reserves
These are area's designated by the Prince for his private use. Area's that he will assign to visiting dignitaries so that they are on their best foot when they come to our court. The right to feed in these area's is paid for with boons or through other means of Protocols and Prestation.
At a Princes choice they will sometimes allow others to hunt in their private reserves, thus granting them greater blood supplies, again at a cost.
Clan Feeding Territories
These areas are assigned to individual clans. If your Clan is more populace you may get a bigger piece of the pie, if you are small, a lesser. If you are in favor the Prince may add some of his Private reserves to your feeding area temporarily or out of favor he may take them away or shrink it as punishment to the clan.
Either way the Clan has the responsibility to actively patrol this area and ensure no one is poaching or hiding out there that should not be. If a Caitiff is traced to making their haven in your feeding territory you will probably be informed and expected to deal with it. If it happens often then it shows a laziness and your clan may fall out of favor until you show you are capable.
Only your clan may feed there without the Primogen's permission. Anyone may pass through, do business and so forth but they may not feed.
If you catch someone feeding in your Clan's territory then it is expected that you will stake them or beat them into torpor and bring them before the Prince for violating the territory. But be careful about simply making accusations as it is Scandalous if they are false.
Keep in mind the Right of Destruction is only held by a select few and most only under specific circumstances. Bring them to the Prince or Scourge. DO NOT take the right of destruction into your own hands.
Showing your ability to mind your feeding territory and bring in illegals is generally rewarded and puts a clan in good favour with all positions.
The Sheriff and Scourge
Expect both to be travelling and watching your feeding territory also. That is their job. If they regularly find issues occurring in it expect them to be doing some digging. Generally both feed in their own area's. But if they are pursuing their job and in need they have the right to feed anywhere in the city. They will respect your feeding territory unless circumstances make it otherwise. If they are regularly diminishing your stock let the Prince, Seneschal, Harpy know. If it is just a F'U to your clan that is scandalous and does not promote a unified city.
