As there is currently no Keeper of Elysiun it falls upon myself to help ensure the city does not suffer social repercussions from the Camarilla as a whole.
I must bring to your attention several occurrences of last gather that threaten to put our entire city under social stigma.
But first let me inform the Upstanding members in your domain of a few relevant points.
NO Violence shall occur in an Elysium.
Period.
Violence perpetrated on the grounds of Elysium are a breach and nullify that Elysium permanently. Since I have been in this city I do not believe I have been to a Elysium at the Windsor hotel that has not been breached. In the past a form of overlooking/forgivness has been bestowed due the the Camarilla itself having been in turmoil and eyes looking elsewhere.
However, last gathering there were at least two breaches of Elysium that happened directly in front of the court.
The first was the violence done against and the attempted slaying of a Ghoul. It has been suggested that the individual known as Face may or may not have done this as well as the Red Listed known as Zeph Sweetly in an effort to undermine out court. Unfortunately it matters not who or why the violence was done.
The second followed immediately after the first attack and both breached Elysium and the Traditions. The Breach of traditions has been dealt with through Prestation and as such has been forgiven. The second breach of Elysium however has not been dealt with.
Seneschal and Elder Barbara Windsor immediately followed suit with violence. And it was not in an effort to protect it but in direct violation against it as a second offence. She committed the act of embrace which as we all know is a attack of violence in itself. She did so ON Elysium grounds and on the grounds that she herself owns.
The Camarilla sees breaches of Elysium as follows:
A Breach of Elysium and Social Consequences
A breach of Elysium occurs when one of the rules is violated.
Only a Keeper or someone acting in direct defense of Elysium if the Keeper or their agents are not there may be forgiven or overlooked and only then for the purposes of protecting the Elysium.
For example, the Keeper may need to physically restrain a frenzied visitor. The violator’s intent is not relevant, only that the laws of Elysium have been broken.
When a breach happens, the Keeper of Elysium, the Prince or if needed to uphold the social standing of the city the Harpy should issue sever punishment.
If the Kindred public becomes aware of a breach of Elysium as this obviously was and in front of the court and an appropriate punishment is not levied within 30 days, WE THE ENTIRE CITY SHALL SUFFER.
It causes a scandal for every member of the domain; each and every one of us will automatically receive the negative status trait Disgraced for three months.
Traditionally, the domain may not build a new Elysium nor host gatherings in other Elysiums during that time period, or the duration extends to six months.
Harpies from other cities will mock residents of a domain that has failed to maintain its Elysium. Foreign Keepers of Elysium may bar Disgraced Kindred from attending Elysium in their own cities.
The Kindred who violated Elysium receives the negative status trait Disgraced for a year and a day. In addition, the Prince, Keeper of Elysium and/or Harpy are likely to levy devastating punishments, if not the Final Death.
In the domain of Detroit, an Anarch named Hopper accidently frenzied in Elysium. Prince Vargas responded by having Hopper publically scourged and then starved over the course of a month, making the point that it is always wise to feed before attending an Elysium. Some considered Prince Vargas merciful.
In London. Edward Samson violently defaced by painting a mustach on a several hundred year old sculpture that had been gifted to the court from Paul Bathalos in 725, child of THE Michael. Edward was subsequently put to death and the opera house/gallery burned to the ground. The Malkavian Maverik who proposed the dare was lashed and remains staked in torpor to this day.
Once an Elysium has been breached, the location forever loses its sanctity. It can never again be considered an Elysium. Any investments in the location become useless in the eyes of the Camarilla. Vampires believe that owning such a property is bad luck. Long ago, if an Elysium was violated, vampires burned the very building to the ground and salted the earth so that nothing would ever grow there, as a warning to any Kindred who might dare to cause violence in an Elysium.
